Cultural creative clusters get people, space, and activities together, forming a creative milieu, and leading to creative social activities and a creative economy. In Taiwan, cultural creative clusters can be divided into two types: street-type and network-type. Street-type means the cluster is formed along the street area; the network-type is formed by connecting different locations. Such clusters change social lifestyles and consumer behavior. Consumers become aware of their experiences and also like to enjoy transformations. Social design is the transformation from business creative, designing thinking, designing involvement, and design research model. Social design also combines design and sociology methods to solve social problems. Hinoki Village contains lots of unused and forgotten wooden buildings which have a century of history. To save these historical buildings, the government designs and reconstructs this village with the theme of forest cultural creativity and by promoting cultural creative tourism. This article uses semi-constructive interviews and participation-observation methods to investigate the social problems of these old buildings in Hinoki Village. We find that by support from Alisan forest railway tourism and the cultural creative industry, Hinoki Village plays a role in promoting local activity and forming a street-type cultural creative cluster. However, it looks like the financing by BOT (Build-Opera-Transfer) project results in more dominant activities in business rather than in cultural creativities. We also find a social enterprise helps to create local industry. From a social design point of view, Hinoki Village connects residents, the environment, space and the local industry, by presenting life creatively, promoting social activities, and reconstructing local environment values. Moreover, to present the concept of public, the operation of Hinoki Village intervening social development by design creativity, combining environmental education, social work and business. Thus, a new mini-community cooperation mechanism is found.
