Abstract: This study examined the extent of observance of Code of Conduct for Public Officials and Employees (Republic Act 6713) and the performance of non-teaching personnel at Iloilo Science and Technology University (ISAT-U) Miagao Campus for Academic Year 2023-2024. Data were gathered from 79 non-teaching personnel using a researcher-modified questionnaire covering demographic profiles, adherence to RA 6713, and performance ratings. Statistical analyses including descriptive statistics, Mann Whitney U-Test, Kruskal Wallis H-Test, and Spearman’s rho were employed to address research questions. The study indicated that non-teaching personnel at ISAT-U Miagao Campus demonstrated a very great extent of adherence to RA 6713, particularly among female staff and across all departments. Permanent employees generally exhibited slightly greater adherence to RA 6713. Performance ratings indicated outstanding performance across sex, departments, employment status, manner of employment, and years in government service. Significant differences were found in adherence based on employment status, but not based on manner of employment or years in government service. There was a positive correlation between adherence to RA 6713 and personnel’s performance. The study concluded that ISAT-U Miagao Campus non-teaching personnel exhibited strong adherence to RA 6713, with females showing higher adherence. Performance was consistently high across all categories, with a positive correlation between adherence to RA 6713 and job performance. Recommendations included implementing gender-specific awareness programs, sharing best practices among departments, providing ongoing education and training, reviewing recruitment processes for transparency, offering career development opportunities with ethics training, and establishing an ethics committee. These actions aim to strengthen ethical standards and enhance performance among non-teaching staff.
